NOTICE UNDER REGULATION 22 OF THE TOWN AND COUNTRY PLANNING (ENVIRONMENTAL IMPACT ASSESSMENT) REGULATIONS 2011 –
FURTHER INFORMATION AND EVIDENCE REGARDING ENVIRONMENTAL STATEMENTS

Proposed Development of an Integrated Waste Management Facility (“IWMF”) to be located on land at the former Rivenhall Airfield, Coggeshall Road (off the A120), Nr Braintree, Essex, C05 9DF

NOTICE IS HEREBY GIVEN pursuant to the Town and Country Planning (Environmental Impact Assessment) Regulations 2011 that ‘further information’ (referred to below) is available in relation to an Environmental Statement (“ES”) received by The Planning Inspectorate (“PINS”) of 3/18 Eagle Wing, Temple Quay House, 2 The Square, Bristol, BS1 6PN in support of an appeal against the imposition on the planning permission (referred to below) of a condition allowing the proposed development (referred to below) to be implemented anytime before 2 March 2016 rather than anytime before 2 March 2017 as applied for (PINS Ref: APP/Z1585/W/15/3053088) (“the Appeal”). The Appeal will be determined by the Secretary of State for Communities and Local Government after being considered by an Inspector (appointed by the Secretary of State) pursuant to the written representations procedure. The Appellant is Gent Fairhead & Co Limited of Court of Noke, Pembridge, Leominster, Herefordshire, HR6 9HW. The Appeal was submitted to the Secretary of State by the Appellant on 29 May 2015. The further information comprises an Addendum Environmental Statement (dated January 2016) and a Non-Technical Summary (dated January 2016). The planning permission (relevant to the Appeal) has the reference ESS/41/14/BTE and was granted by the relevant planning authority (referred to below) on 2 December 2014 (with a revised decision notice subsequently being issued on 4 December 2014) pursuant to an application submitted to the relevant planning authority on 5 August 2014. The relevant planning authority is Essex County Council (the Waste Planning Authority for Essex) of County Hall, Market Road, Chelmsford, CM1 1QH The proposed development relevant to the Appeal is: An Integrated Waste Management Facility comprising: Anaerobic Digestion Plant treating mixed organic waste, producing biogas converted to electricity through biogas generators; Materials Recovery Facility for mixed dry recyclable waste to recover materials e.g. paper, plastic, metals; Mechanical Biological Treatment facility for the treatment of residual municipal and residual commercial and industrial wastes to produce a solid recovered fuel; De-Inking and Pulping Paper Recycling Facility to reclaim paper; Combined Heat and Power Plant (CHP) utilising solid recovered fuel to produce electricity, heat and steam; extraction of minerals to enable buildings to be partially sunken below ground level within the resulting void; visitor/education centre; extension to existing access road; provision of offices and vehicle parking; and associated engineering works and storage tanks, at Rivenhall Airfield, Coggeshall Road (A120) Nr Braintree, Essex
