Secret talks about ambitious proposals to redefine Braintree’s town centre landscape have been taking place for the last four years.
George Yard car park and Morrisons in Rayne Road would be demolished to make way for a retail complex half the size of Freeport.
Documents show Braintree Council, the owner of George Yard car park, and James Development, the owner of the supermarket building, have been in discussions about potential redevelopment plans since 2009.
In June 2010, the parties agreed a “basis of co-operation” to redevelop the land, providing 100,000 sq ft of retail floorspace and 900 parking spaces.
The proposed development would be spread over seven floors and includes a new entrance for a roof top car park.
